The Russian government is reportedly set to be more active in its efforts to restrict ‘unlicensed’ foreign bookmakers from ‘targeting’ Russian nationals. News sources suggests that the Russian Ministry of Finance has drafted a set of new restrictions on banks and online payment processors, with a view to limiting the number of paid transactions made to foreign operators.
Proposed amendments would seek to further inconvenience any enabler of unlicensed betting services and that includes online payment providers, international banks and third party betting agents.
The ministry presented the same recommendations in 2015 but they were rejected by the Russian government due to concerns regarding the cost of monitoring multiple stakeholders. However, following last year’s tough stance against foreign online bookmakers, the propositions are said to be revisited to give an advantage to government-approved mainly Russian bookmakers, namely Liga Stavok, Winline, 888.ru, 1XBet, Leon.ru and new kids on the block, BKfon.ru
Media regulator Roskomnadzor began enforcing new regulations last year which demanded that all betting payment transactions to be carried out through centralised payment system TSUPIS. The regulator immediately prevented QIWI and Skrill from operating and has now added more payment portals to its blacklist.
